The NHS in Wales was not sufficiently prepared to implement changes to the supply of home oxygen services in 2006, the auditor general for Wales has concluded.
Air Products plc took over responsibility for supplies from local community pharmacists through GP prescriptions but could not cope with the demand.
The report recommends that for future contracts covering both England and Wales, the Welsh Assembly should be able to vary implementation of new contractual arrangements within Wales to mitigate risks.
