    Exceptions are probably the subtlest and most complex bit of the QOF. What is presented here is crude data without any attempt at analysis. There has been a simple attempt to exempt practices with growing populations from the tables as new patients are automatically excepted for 3-9 months from the QOF. However exactly the same issue applies to practices with high list turnover - this has not been accounted for. In many of the areas with highest variability the results are highly dependent on secondary care services - which may explain some of the consistency within PCTs. We know the QMAS records the categories of exception reporting and any analysis must begin with that level of detail.
