Calls for expression of interest for a Stop Smoking Service for smokers living or working in East Lancashire.
Tobacco use continues to affect the health of people in East Lancashire and is a key contributor to inequalities in health. Smoking related deaths are higher than the national average and there is a need to target services at key groups including manual workers, pregnant women and BME communities. Smoking cessation forms part of a wider programme of lifestyle health improvement in the PCT and its ambition to Save a Million Years of Life (SMYL) by December 2011.
East Lancashire PCT invites ‘Expressions of Interest’ for the provision of a Stop Smoking Service to achieve the PCT target for 4 week smoking quitters. Within the NHS Stop Smoking Services framework the PCT is looking for an innovative service that provides effective and accessible smoking cessation support. The Provider will coordinate all aspects of the service including any related stop smoking services
Providers wishing to tender shall need to demonstrate
- An ability to deliver a Stop Smoking Service which meets the Department of Health Stop Smoking Services criteria
- The ability to deliver a minimum of 3700 x 4 week validated quits in the first year (2010/11)
- The ability to meet key performance indicators for access and uptake of services in key target groups as described above.
- Other criteria will be stated in the tender documentation
The Trust will have a Provider in place by the 1st April 2010.
This framework agreement has the potential to be implemented across other PCTs within the Northwest.

Closing date for ‘Expressions of Interest’ is 1700hrs on 23 October 2009. Tender documents will be available via Bravo week ending 30 October 2009 with the closing date for return of tender offers on 4 December 2009.
