NHS Collaborative Procurement Partnership: Total Orthopaedic Solutions

The judges said: “This is a project with significant national intervention at a critical time for the NHS. It tackles a major area to deliver a broad range of benefits including cash savings and assurance in quality. This is a great example of collaboration between NHS organisations and industry and can be used as a model for other clinical categories.”

Four NHS procurement hubs forming the NHS Collaborative Procurement Partnership have joined up to tackle problems in orthopaedic procurement. North of England NHS Collaborative Procurement Partnership, NHS London Procurement Partnership, NHS Commercial Solutions and NHS East of England Procurement have come together to create the Total Orthopaedic Solutions Project.

The Department of Health estimates that approximately £233m a year is spent on hip and knee replacements. However, based on Total Orthopaedic Solutions’ progress so far the team estimates that their framework can save at least 20 per cent of that figure.

The framework created by the partnership is an Official Journal of the European Union (OJEU) compliant framework comprising 10 distinct lots, made up of areas normally tendered in isolation. Each lot was specified independently with individual pricing structures and criteria allowing separate evaluation but also the opportunity to assess various lots.

The framework agreement also has contract coverage across all four hubs, including product areas not yet taken to market.

So far the framework has delivered £14m of savings on hip and knee replacements for the nine participating trusts and savings in overall trauma spend of £6.5m.
