Perhaps there's some strategy going on here. So many of these influential organisations have left their opposition until the 11th hour, when it's too late. By not obstructing the plans earlier when it might have been effective, perhaps they have protected their chances of Knighthoods, etc. But now they can still say to their members that they opposed the Bill.
