I don't blame CSUs for being cautious about the private sector. It's all about profit, not safety or quality. They're sharks, so in spite of the big smiles, you need to keep a wary eye on the big teeth.

As a commissioner, I'd put much more emphasis on safe care and decent outcomes than carpets and private bathrooms.
