Surrey PCT calls for Expressions of Interest for the provision of NHS Primary Medical Care and related services

Are you interested in meeting the health needs of the North West Surrey population within Spelthorne by providing innovative Primary Care Services?
Surrey PCT invite Expressions of Interest from all suitably qualified and experienced healthcare providers (including general practitioners, social enterprise / third sector organisations and other providers) to develop a new GP Led Health Centre delivering high quality and innovative essential, additional and enhanced primary medical care services which are responsive to the needs of the local population.
The Health Centre will be located in Ashford Hospital (Part of the Ashford and St Peters NHS Trust). It is anticipated that the practice will grow a list of circa 6,000 patients within a 5 year period.
As well as providing medical services for its registered patients, providers will also deliver services for patients who are not registered with it including the continuation of an already established Walk in Centre. The successful provider will be expected to engage fully with the PCT and to assist in the implementation of its modernisation agenda including
Choice, Choose and Book and Practice Based Commissioning.
The proposed scheme is subject to a Communications and Consultation process which will be carried out in line with the PCT Communications standards and policies as set out in the PCT Integrated Communications Strategy.
• Contract Period
The contract will be for 5 years with the potential option for the PCT to extend in agreement with the provider. It is anticipated that the contract award will be made in December 2008 with a phased implementation between December 2008 and April 2009.
• Other Information
Bidders wishing to express an interest in participating in the procurement process should submit these to the PCT by 5pm 2nd May 2008. An expression of interest template is available within the MOI.
Those wishing to submit an Expression of Interest in tendering for the contract are asked to do this in accordance with the instructions set out in the Memorandum of Information.
Upon receipt of the EOI by the PCT, bidders will be provided with a copy of the Pre-Qualification Questionnaire (PQQ). Completed PQQ's should be returned to the PCT by 5pm 30th May 2008.
The information submitted by the Provider and the contents of the PQQ will be used to evaluate responses and to draw up a short list of providers. Providers who are successful in being placed on this short list will receive an Output Based Specification (OBS). This OBS will require a more detailed response from each Provider. Further details on the evaluation process will be contained within this document.
