FINANCE: Outer north east London cluster on plan for £4.2m underspend but has worst-case scenario of £17m deficit
A finance report to the board of the outer north east London cluster said Havering and Barking & Dagenham primary care trusts were showing a year-to-date deficit at month two.
The report said a significant proportion of the quality, innovation, productivity and prevention (QIPP) savings were not phased in until month three and the savings plans across the region are heavily back-loaded to the end of the year.
The document said although the cluster as a whole was still on plan “there remains a significant risk”.
Havering PCT’s overspend is largely down to £4.8m in unidentified savings.
The report said: “Although acute commissioning is only showing a small year to date overspend across the sector it is only due to the uncharacteristically lower elective work which is driven by the bank holiday in April. The non-elective activity is significantly above plan and remains a financial risk to the sector.”
