Congratulations on your leader responding to Sally Gainsbury's report on councils' potential loss of £7bn social care funds to the Department for Work and Pensions.
The vague proposals you reveal about transferring funding of adult social care funds to the DWP come at an odd time - when£1.5bn has been transferred to local government as a ring-fenced transformation fund for building personalised services for older people, and when negotiations are in hand to transfer bigger sums in order to relieve the NHS of its commissioning role for people with learning difficulties.
The nub, as you point out, is the danger of removing the funding of adult care services from its appropriate milieu in the wider local government arena. Something that doesn't make much financial sense doesn't seem to make any other kind of sense either.
