STRUCTURE: NHS South Gloucestershire is to close the last remaining service at Chipping Sodbury Memorial Hospital on 19 February despite a complaint to the ombudsman.

The Chipping Sodbury Day Service (CSDS) for people with learning difficulties is run by South Gloucestershire Council and based out of the hospital, which is owned and staffed by NHS South Gloucestershire. Plans to close the service were first approved by the PCT board in 2008; however, there was significant opposition to the changes from some of the service users’ families who sought to challenge the decision through legal action.

Three families complained to the Local Government Ombudsman but the ombudsman decided not to proceed with an investigation.

Currently three service users are still using CSDS; these remaining individuals have been assessed and a package of care suitable for their needs has been offered including the use of an alternative building as part of their day service.

Following the announcement the service will close on 19 February, the service users’ families have complained to the Parliamentary and Health Service Ombudsman, who is currently considering whether to carry out a formal investigation. NHS South Gloucestershire has sought legal advice on the implications.
