When university researchers wish to ask questions of NHS patients they must secure approval from research ethics committees, research and developments committees and the consent of each individual patient. What's so special about the DoH?

Doctors record information in trust for the care of the patient. As a patient who has recently visited her GP, ask ME for consent! I have not consented to my GP sharing my details with a consumer research organisation. May we be told what legislation permits this just because the commissioner of the research is the DoH?
