STRUCTURE: NHS Devon is to join with two neighbouring primary care trusts to form a cluster covering the whole of “historic Devon”.

The PCT had been in discussions with Torbay Care Trust about handling transforming community services and continuing commissioning responsibilities collaboratively.

A report to the board chair Dr David Radford reveals it has been agreed that the cluster should be extended to become a three-way cluster covering the whole of “historic Devon” by incorporating NHS Plymouth’s commissioning capacity as well.

Work has yet to begin on extending cluster working from two to three organisations, but it will need to be completed by 1 June in line with government guidance.

PCTs have been ordered to cluster and share management functions ahead of their abolition and replacement with commissioning consortia of GPs in 2013.
