Forty-two of the 101 NHS providers yet to become foundation trusts will either not do so in their present form, or will breach the current government’s previous authorisation deadline of April 2014.

In a paper to a meeting of its board, the NHS Trust Development Authority has admitted 42 trusts will not become foundations by deadline which was set by Andrew Lansley in 2010. The deadline has since been dropped by the trust development authority.

The document says: “Work [is]  ongoing with 42 trusts to establish achievable plans for sustainability, the majority of these are expected to bring forward a standalone application in 2014-15 or 2015-16.”

It said a further 13 trusts “may bring forward an FT application to the TDA later in 2013-14”. Together, the 42 and 13 constitute 55 trusts whose future is most unclear.

The authority named the 46 trusts which are at more advanced stages of the FT pipeline than these.

These include 15 whose applications are currently being considered. Many have been at that stage of the process for a long time, including Leicestershire Partnership Trust which has been with Monitor for three years.

The paper said: “It is expected that five or six of these [15] organisations will reach a decision on their application in the next three months.”

A further 17 trusts have brought forward submissions that are being considered by the TDA, which took over the role of assessing trusts for referral onward to Monitor from strategic health authorities and the Department of Health in March.

Another 14 trusts are currently proposing merging with another organisation, being taken over or being run as a private management franchise.

The most recent trust to announce it was now looking to be acquired by another organisation was North Staffordshire Combined Healthcare Trust, a mental health trust which is seeking to be taken over by a mental health foundation trust.

Six of the 17 aspirant community foundation trusts, which face more difficulty in getting authorised by Monitor because of finance and competition issues, are among the 55 trusts whose plans are not clear. identified and published the names of the 55.
