FINANCE: PCTs in the North Essex Cluster are expecting to have made the required surpluses at the end of the financial year - despite massive overspends on commissioned services.

A finance report to the March meeting revealed that Mid Essex PCT had called on £3m of its reserves held at the SHA  and had also used £4.7m non-recurrent winter pressure money, as well as £7m in reserves it held.

It was expecting to underperform on QIPP savings by £12.2m - almost half of its planned savings.

Across the cluster, there had been an overpsend with Mid Essex Hospitals Trust of £12.5m and £2.6m at Colchester hospitals.
