Francis Maude and Ian Watmore (New entry)
Cabinet Office minister Francis Maude has become a titan at the heart of government. He leads on public service reform, including the transparency and mutuals agendas, and on procurement. He is trusted to shape policy on all of these areas. Mr Maude has built a reputation as a negotiator and a tireless chaser of implementation progress. His work on public sector pensions reform and negotiations with unions has been little remarked upon, but it is vitally important.
As the incoming Cabinet Office permanent secretary, Ian Watmore, who is currently chief operating officer for the new efficiency and reform group, will play a key supporting role.
