Dame Carol Black is the first national director for health and work. She led a major review of the health of Britain’s working age population, which concluded GPs should no longer write sick notes but “fit notes”, explaining what functions people could still perform. The sick note has been the entry key to incapacity benefit, and with the drive to cut claimants, raise the retirement age and increase the number choosing to work beyond retirement, her advice will be heard.
