Former KPMG director Stephen Hay is responsible for the authorisation, compliance and intervention teams at the foundation trust regulator. Currently just over half of hospitals in England are foundation hospitals, with a combined turnover of about £23bn. That could be set to change, with the government driving forward plans for all NHS trusts to become FTs and other types of organisation, including community providers, looking for foundation status.
It is an interesting time politically for Monitor (see 29) and one of Mr Hay’s strengths is that he is an uncontroversial and widely respected figure. He joined Monitor full time in October 2004 and, with the then executive chair Bill Moyes, set up the new health regulator. Expect him to play a significant role in the new economic regulator.
