STRUCTURE: A major redesign of services which treats mental health patients in the community rather than admitting them to hospital has run into some problems.

The Transformation Programme – which has a single point of access - was implemented in Leeds by the Leeds and York Partnership Foundation Trust in June 2012. However, problems have included

  • variable or partial implementation of the new model of care which is leading to some duplication and additional work, increasing pressure on staff
  • reducing outpatient activity is critical to the new model as it releases staff time to support the new model. A report to the board says that this has not happened as quickly as planned.
  • savings in parts of the project are unlikely to be as high in 2013-14 as planned, leading to a £0.65m shortfall.    
  • mobile technology to support staff working in the community has been delayed.

The board heard that there were ‘extreme’ programme risks related to the transformation but that action was being taken.
