Dr Bill Kirkup is set to lead a review of care failings at Liverpool Community Health Trust, the MP who helped expose the scandal has said.

HSJ understands the terms of the review have not yet been formally determined. It is being established by NHS Improvement on instruction from the Department of Health.

Dr Kirkup is widely respected for his public inquiry into failings at University Hospitals of Morecambe Bay Foundation Trust.

The DH authorised the Liverpool review after an MP called for scrutiny of the role of regulators and local commissioners.

A damning report by Capsticks, published in March, detailed a catalogue of governance and care failings at the trust between 2011 and 2014, which were likened to those found at Mid Staffordshire FT.

Rosie Cooper MP told HSJ that Dr Kirkup has been chosen to lead the review and she had pushed for his appointment.

NHS Improvement has been contacted for comment.

Ms Cooper also raised concerns about the procurement of the trust’s services, following reports in the Liverpool Echo that commissioners are looking to save £5m in the process, which has now been delayed.

There is thought to be a view at Liverpool Clinical Commissioning Group that greater economies of scale can be delivered once the services are taken over by either Mersey Care FT or Bridgewater Community Healthcare FT, which are both bidding for the services.
