FINANCE: Fylde and Wyre Clinical Commissioning Group has entered into an “assured” contract with Blackpool Teaching Hospitals for 2013-14, meaning the foundation trust will not be paid according to national payment by results rules, the group has reported.

Fylde and Wyre’s commissioning plan for 2013-14 states: “We have entered into an assured contract with Blackpool Teaching Hospitals Foundation Trust for all services.

“This is because NHS England is proposing that its contract for prescribed services will be on an assured contract basis and as such this would result in a transfer of risk to the CCG, if the CCG were to have a [payment by results] contract for electives.

“An assured contract will enable the CCG to avoid any over-performance not due to GP referral trends and incentivise the trust to avoid admissions, to save money and also set the activity baseline for 2014-15 contracts at a lower level, thus benefiting the CCG next year. If an agreed level of unplanned pressure were experienced by the trust there is the ability in the assured contract arrangement to provide further funding, which would come from the contingency reserve.”
