- Jane Milligan becomes joint accountable officer for seven CCGs in north east London
- Move follows City and Hackney CCG being threatened with legal directions from NHS England if it did not comply
- Ms Milligan already STP executive lead and chief officer at Tower Hamlets CCG
A London sustainability and transformation partnership area has appointed a single accountable officer across its seven clinical commissioning groups.
Jane Milligan was this week announced as the accountable officer for Waltham Forest, Newham, Tower Hamlets, City and Hackney, Barking and Dagenham, Havering, and Redbridge CCGs.
She is currently chief officer at Tower Hamlets CCG and executive lead of the north east London STP.
In September, HSJ reported NHS England had threatened City and Hackney CCG with legal directions if it did not support the plans.
In June, Hackney council’s health scrutiny board wrote to the CCG expressing concerns that a single accountable officer would weaken local accountability.
Anwar Khan, chair of Waltham Forest CCG, said this week: “Jane has the qualities needed to bring the work of the CCGs together to address the significant commissioning challenges that exist across north east London, and maximise the opportunities of the new commissioning arrangements, to ensure that local people receive high quality sustainable local healthcare services.
“All the chairs are very much looking forward to working with Jane to develop and embed the new arrangements and take forward our ambitious plans to meet the needs of local people.”
Ms Milligan said: “There are clearly challenging times ahead for our health and care system. However, this is an opportunity for us to work together to deliver high quality and sustainable services. I feel privileged to be in a position to build on the strong foundations within the system.”
South east London is now the only one of the five London STP areas not to have a single accountable officer across its CCGs.
In the north west the role is held by Clare Parker in five of its eight boroughs, in north central it is Helen Petterson and in the south west it is Sarah Blow.
