FINANCE: North Bristol NHS Trust has paid a rebate of £1.8m after failing to reduce activity in line with local agreements.

The SLAs (Service Level Agreements) set with local PCTs for the year included £17m of activity reductions. The trust budget was set assuming that only £10m of the activity reduction plans would be effective.

The most significant variance to date is on elective activity which is £6.7m over the SLA. This is a combination of additional activity that was planned to transfer to the Emersons Green Independent Sector Treatment Centre, and because in orthopaedics the SLAs were set too low for some commissioners.

The trust planned to reduce outpatient follow ups by £150k per month but follow up rates have actually increased. As a result the trust has paid out £1.8m to PCTs.
