STRUCTURE: The North Essex primary care trust cluster has set out how it will be governed.
NHS Mid Essex, NHS North East Essex and NHS West Essex will have a joint board. The PCT’s boards will cease to meet, but they will retain individual statutory functions.
A paper submitted to North East Essex PCT’s board said that the chair of the joint board will be the chair of one of the PCT boards on a six month rotational basis. The board will meet at the PCT of the serving chair.
The voting members of the joint board will be all PCT Chairs, some non executive directors and executive directors and possibly associate medical and nursing directors.
The paper also said: “Complementing the cluster joint Board meeting would be the establishment of a quarterly locality forum which would be held by each PCT in public. Non executive directors who are not members of the joint Board would form the membership of these fora and would be supported by a member of the executive team and a GP Commissioning Lead.
“The outcome of these meetings would be reported to the joint board. The scope, remit and arrangements for the locality fora is subject to further discussion and determination as part of the joint board’s development session.”
