"On the initiative of the County Borough Council, an extremely well attended public meeting was held in the Town Hall and unanimously decided to found the Dudley Voluntary Children’s Care Society. This society, believed to be unique in character, is intended to form the focal points of contact and communication between the local authority and the general public in the fostering of the welfare of children without homes for whom the local authority becomes responsible."

Said chairman of the Children Committee and Youth Committee of the County Borough of Dudley Councillor Dr FG Lewis: "It can really be understood how economic factors can bring disunity into family life, resulting in a breakdown of marriage and the dissolution of family as en entity. We want to stop the rot before it sets in and before the children have their whole sense of security and background destroyed."
