STRUCTURE: Only one organisation has been shortlisted to take over Torbay and Southern Devon Health and Care Trust, board papers reveal.

Integration pioneer Torbay announced it would be seeking a partner in May after the board concluded the trust would be unlikely to pass Monitor’s tests to become a stand-alone foundation trust. A report due to go to September’s board tomorrow says South Devon Healthcare Foundation Trust is the only shortlisted organisation.

Torbay interim chief executive Mandy Seymour said having one bidder placed “additional emphasis on the assessment and evaluation process” but also offered an opportunity for a more “collaborative” approach, with staff able to come together earlier to plan delivery of services.

The move was widely expected locally: integration of the two trusts was considered during the transforming community services process when Torbay was looking for a home and the two organisations already share a number of back office functions.

Torbay provides community and social care services while South Devon provides acute care from Torbay Hospital.
