STRUCTURE: Worcestershire Acute Hospitals Trust will be subject to “first level national escalation” after withdrawing from the Monitor assessment process.

The trust, along with Mid Essex Hospitals and Ipswich Hospital trusts, has failed to heed to its agreed tripartite formal agreement and is returning to the start of the foundation trust process. Minutes from February say they would face “first level national escalation” in the next two months.

All three of these trusts had already been subject to escalation meetings with NHS Midlands and East.

First level national escalation meetings have already been held with three Trusts in January -  University Hospitals of Leicester, and University Hospitals of Coventry & Warwickshire. Both failed to make their DH application on 1 October 2011 in line with the timetable they agreed through their tripartite formal agreements with the SHA and DH. 

Cambridgeshire Community Services Trust was also subject to first level national escalation as it had written to the SHA to note it would not be able to make its agreed DH submission in February 2012.
