As the only way to make the sort of financial savings required by Government is a permanent reduction in the number of people on the NHS payroll, this can only be achieved by greatly SIMPLIFYING all management systems, and having minimalist monitoring mechanisms. All else will fail.

Will the new Government's plans for the NHS achieve their desired objectives? Probably not, because rearranging the bureaucracy/management will not necessarily simplify it.
