Amen. Most government is governance, a function carried out by public sector administrators, managers and bureaucrats. The fraction that isn't, is what politicians do and consists increasingly of fixing what ain't broke by tinkering needlessly with the complex but smooth-running machinery of bureaucracy and - having dismantled it and put it back together again - inviting us to admire the number of parts they say they have saved. This dysfunctional element is what politicians are pleased to call 'government', and this is the very wastage on which we can economise without fear of adverse effects. Belgium has had no such 'government' for eight and a half months, and they seem to be doing just fine. Think of the savings that represents.
