The reconfiguration is long overdue, the comment above about the public wanting primary and community care services to work better first is a bit of a red herring. The proposals are not new in the sense that this has happened elsewhere, and we should acknowledge that, we don't need to reinvent the wheel all over again. My experience also tells me that you need to close things, if you leave them open someone comes along and fills that space, its simply easier than the alternative.
