There seems a lack of clarity between hosting and employing in terms of liabilities. If staff employed by the BSA but hosted by the NCB make some material errors in the discharge of their employment role, then where in governance terms does that sit. Is the NCB culpable as the host organisation or is it the employing body. That may well become material if the errors or omissions of staff relate back to a policy decision made by the NCB in the context of their role as host. Straightforwardly, then who carries the can?
