NHS strategy development seems drunk on the concept of fundamental change, as long as it can be based on conceptual 'what ifs' that have little chance of being mapped on to the real scenario. What professional group has not formally opposed current initiatves such as GP Consortia? Oh for a benchmark; what would have happenned if the NHS had been allowed to continue, with all its faults in its pre-1970's guise. Now that would be an interesting comparison!
