At least there is a more promising sidekick - the pledge to deliver a public health campaign about the risks of using cannabis. In such a campaign health and social care staff will have a key role to play.
The way forward is clear: schools, the health service and other public sector agencies need to work together to reach young people early. Reclassification is a distraction.
