David Walton

David Walton is an independent health and social care consultant specialising in user outcomes, service effectiveness, integration, analysis and performance. Until 31 July 2012 he was Business Information Manager at the Royal Borough of Kensington and Chelsea (Health, Housing and Adult Social Care). Prior to this his posts included: Joint Commissioning Manager, Brent PCT; Programme Manager, London Older Peoples Service Development Programme, NHS; Head of Inspection and QA, Westminster Social Care AND Head of Information, Age Concern England – with Research jobs at the University of Birmingham/INLOGOV and PSSC.

He is a published author in HSJ and peer reviewed journals and has pioneered several user-focused innovations in health and social care. He has presented at International, European and national conferences and seminars.

The judging panel for the prestigious HSJ Efficiency Awards 2012 has nominated David’s 'A Whole Person, Whole System Approach to Integration: Reducing Costs While Improving Individual and System Outcomes' project in the Commissioning Support Services category of this year’s awards.

The project, in collaboration with an NHS colleague, looks at the urgent need to develop measures of whole system working. It describes the development of a simple and practical set of measures for benchmarking and analysing local use of whole system resources as the basis for discussion and planning. Usable tools are needed as national measures but are not yet available. See his website
