COMMERCIAL: NHS Derbyshire County and NHS Derby City have published a service specification for an informatics service after April 2013 when the cluster will no longer exist.

The cluster is reviewing its informatics services to inform ongoing development and to explore models of delivery.

 A range of options for delivery was considered and distilled into three options:

  • Procurement for delivery of service by third party organisation
  • Delivery of Informatics services through a Business Support Unit (as yet undefined – CCG/NHS Commissioning Board/SHA Cluster wide)
  • Wait – Do nothing at this point until further guidance emerges

The cost of the staffing structure within the informatics service is £1.7m. To market test for this level of investment requires an Official Journal of the European Union process.

The procurement is resource intensive but support is being sought from the Department of Health to assist with commercial advice and documentation given that Derbyshire is ahead of other organisations in wishing to explore this approach which is previously untested within the NHS.

Following consultation with CCGs, a decision to proceed to procurement has been made.
