NHS England and NHS Improvement have appointed a substantive finance director for one of their new regional directorates, while an interim appointment has been made in another.

Jeff Buggle, the former finance director for NHSI’s regional team in London, has been substantively appointed to the East of England team, HSJ has learned.

Before moving to NHSI, Mr Buggle was finance director and acting chief executive at Barking, Havering and Redbridge University Hospitals Trust.

The trust’s finances collapsed in 2017-18, sparking various investigations, including an internal NHSI review of the role played by Mr Buggle.

Following the review, the regulator said there was “no evidence he crossed a professional line” and he retained “our full confidence and support”. The review was not published.

Meanwhile, Ann Johnson has been appointed as joint interim finance director for the London region.

She has been working as a financial improvement director for Lewisham and Greenwich Trust, and is a former director of corporate and financial performance for NHSE.

The last remaining regional finance director role to be filled is in the Midlands, where the recruitment process is still ongoing.

Mark Mansfield and Rachel Hardy continue to be in the regional roles for NHSI and NHSE respectively.
