An integrated care system has been added to the national “investigation and intervention” regime, making it the 19th of 42 ICSs to require support over deteriorating finances.
Hampshire and Isle of Wight ICS was added to NHS England’s financial intervention regime in December, HSJ has learned.
A spokeswoman confirmed financial consultant Deloitte, which was already advising the system, would review savings plans.
The system has been in the highest tier of the separate National Oversight Framework, or Recovery Support Programme (RSP), since 2023, when it failed to submit a balanced financial plan. There are five systems currently in “segment 4”, the highest tier of this framework, according to the latest figures from NHSE.
Organisations that are part of the RSP are subject to a greater level of scrutiny over spending decisions by regional and national NHSE teams.
HIOW ICS has now been placed in the “investigation and intervention” system after failing to stick to its financial plan for 2024-25. This regime was introduced by NHSE last year and requires financially troubled systems to bring in management consultants to identify improvements that could “rapidly improve” their run-rates.
As of January, the system was reporting a year-to-date deficit of £43.6m against a planned deficit of £10.4m.
A spokeswoman for the HIOW Integrated Care Board said the system had made “significant progress” since entering the RSP 18 months ago.
She said: “Since entering RSP we have put extra controls in place, reduced our run-rate, improved productivity and delivered recovery action plans across the system. We are still finalising further mitigations to manage the risks in delivering our financial plan.”
A total of 19 ICSs have now been placed in NHSE’s investigation and intervention regime. They are:
