The recent report from the King's Fund on healthcare IT doesn't reflect reality. It believes the NHS should learn from banks and even travel firms about innovating with IT but ignores the huge movement required in the public's acceptance of healthcare security.
Local health providers have been so sheltered by NHS Connecting for Health that now the responsibility has been devolved to them the trusts just do not know what they can safely achieve. Now they have a choice there is no-one to guide them. There are too many security issues around the King's Fund's ideas.
Sending test results by insecure email is a recipe for disaster - you would never get a bank sending your balance out like that.
