The National Association of Administrators of Local Government Establishments has circulated a memo on the NHS Act and draft National Assistance Bill, which make provision for the 'sick' and 'normally healthy aged', leaving a residue which will be the responsibility of local authorities. This consists of the following classes:
the infirm aged - whose physical disabilities or defects of character require constant supervision;
uncertified mental defectives and borderline cases;
persons of unsound mind whose condition does not warrant reception in mental hospitals;
'sub-normals' and 'anti-socials' - ex-prisoners, habitual drunkards, 'won't works', sexual delinquents;
unmarried mothers with defects of character;
classes rejected by other specialist health and assistance services, and referred to local authorities for the provision of indoor relief;
short-stay urgent cases - evicted families, families distressed by fire, flood, domestic differences etc;
children of nursery age;
vagrants etc with an 'unsettled way of life'.
