Twenty-four entries in this year's HSJ Health Management Awards have reached the shortlist.
Health secretary Alan Milburn will announce the winners and present the prizes on 7 November.
The finalists are:
Health authority of the year: Bradford; East Kent; Sandwell.
Trust of the year: East Gloucestershire; Heatherwood and Wexham Park Hospitals; Sandwell Healthcare.
Primary care group of the year: Bradford South and West; Newham; Oldham East.
Finance department of the year: Birmingham Heartlands and Solihull trust; North Staffordshire Hospital trust.
Human resources department of the year: Barts and the London trust; King's Healthcare trust.
Communications department of the year: Barts and the London trust; Sandwell Healthcare trust; Stockport HA.
Clinical risk initiative of the year: Mid Sussex trust; South Cheshire HA; South Tees Acute Hospitals trust.
Mental health initiative of the year: Grampian health board; South Birmingham Mental Health trust; Wiltshire and Swindon Healthcare trust.
IT initiative of the year: Bromley HA; Suffolk HA. Three entries which failed to make the shortlist were highly commended: Dales and Maidenhead PCGs, in the PCG category, and West Midlands Partnership for Developing Quality, in the mental health category. The awards are organised in association with Glaxo Wellcome, supported by Birmingham University's health services management centre, and sponsored by the King's Fund, HRRI, Kennedys, IBC and Neil Stewart Associates, Dearden Management, Jonathan Street Public Relations, British Telecom, TMP Worldwide and the Sainsbury Centre for Mental Health.
