The threshold allowing acute trusts to apply for foundation status under the Healthcare Commission's new ratings system is not yet decided.

Mr Reid told committee MPs the speculation that trusts awarded two stars by the Healthcare Commission would be allowed to apply for foundation status was unfounded.

'The Healthcare Commission has decided that it wants to bring in a new system with five stars [sic] and we very much welcome that... However, we have not yet decided how this will affect foundation trust applications and status... I am sure [commission chair Professor] Sir Ian Kennedy will be able to juggle this new system.' Mr Reid made no reference to next year's ratings, due out in summer 2005.
