NHS Appointments Commission chief executive Roger Moore has warned that trust boards must increase their business acumen in order for payment by results to succeed.

'What we expect of boards [and specifically] non-executive directors on NHS boards is the same as what we expect for private sector boards.' He said that boards must become more professional and increase their ability to 'manage risk by getting the right figures at the right time'.

Mr Moore said foundation trust non-executive directors were beginning to realise they could become personally liable for the financial performance of their organisation.

'As non-executive directors you do have the responsibility to hold the chief executive and board to account if you have concerns, ' he said.

Foundations regulator Monitor is considering the possibility of recommending that trusts appoint chartered accountants to their boards to build up financial skills needed under the new fiscal regime.

A Monitor spokesperson said trusts would 'need to develop the skills and experience to develop and implement a strategic vision while continuing to oversee the organisation's performance'.

'Payment by results and patient choice will require all trusts to significantly raise their game, ' he added.
