A former health manager has been revealed as the proposed chair of the new health and social care super-regulator.

Barbara Young, currently chief executive of the Environment Agency, is the proposed new chair of the Care Quality Commission.

Cross-bench peer Baroness Young was chair and then president of the Institute of Health Services Management for two years in the 1980s and is a former King's Fund international fellow.

The appointment will need to be approved by the health secretary after a scrutiny report by the health select committee.

The Care Quality Commission will replace the Healthcare Commission, the Commission for Social Care Inspection and the Mental Health Act Commission.
