The distinction between free healthcare and means-tested social care will not be scrapped as it would cost billions of pounds without improving services or providing new ones, according to the government's response to the Commons health select committee's report on continuing care. The government says the new continuing care framework will address concerns about eligibility as well as consistency of approach and assessment. Health service ombudsman Ann Abraham welcomed the decision to develop a national framework.
