Organisations should only consider becoming care trusts if they can build on a solid foundation of partnership, a report from the Audit Commission has warned.
The report on integrated services for older pepole examines the way local authorities and the NHS work together and studies a number of specific sites. It says a number of organisations have reached 'a high level of integration with a minimum of structural change'.The report stresses the importance of investing in development capacity to take the change effort forward, as the day-to-day pressures of managing and delivering services make it difficult to focus on service improvement.
