Former health secretary Frank Dobson's constituents benefit from the highest NHS spending per head of population in England, according to provisional figures for 1998-99 released by health minister John Denham. At£1,089 per person, Camden and Islington HA beat Kensington, Chelsea and Westminster HA (£920.87) into second place. The lowest spending per head is in Buckinghamshire HA at£536.25.
