I wish to correct your report on my comments during the launch of the Modernisation Board's annual report (news, page 6, 20 May). I said that payment by results was a key tool for primary care trusts, allowing them to move resource downstream, invest in community-based services and focus on chronic care and health improvement. I am not sure how this was translated into the suggestion that it would incentivise secondary care more than primary.

While I have some concerns about some of the detail, I believe that payment by results presents us with a unique opportunity to link service redesign to finance and really let the money follow the patient.
