More babies are being born at dangerously low weights than in 1989, according to a report from the Fabian Society.

Born Unequal says 67 of every 1,000 babies had low birth weight in 1989, rising to 76 by 1999 and 78 by 2006. The report calls for mandatory one-to-one care for babies in neonatal intensive care and increased financial support for at-risk women.
