Commissioning decisions should not be a primary care trust's job at all, the chief executive of one of the country's most innovative PCTs told the conference. Bradford North PCT chief executive Dr Ian Rutter said: 'It is not my job to make decisions [about commissioning].They could be pushed to the lowest possible level. At the moment it is down to practice level, but we are moving towards the patient making the decisions.' Dr Rutter's PCT has led the way on practice-based commissioning.
