The framework says it will not be compulsory to tender services out to the private or voluntary sectors. Reviews will have to assess risk and include the views of 'patients, users, and local authority overview and scrutiny committees'.

PCTs will also have to do a 'local end of life service baseline review' in 2007-08, in time for the Department of Health end of life care strategy which it intends to publish by the end of next year.

The DoH says it will publish a national delivery plan for maternity services in 'early 2007' and that PCTs should draw up a strategy next year in order to meet the national target of choice in maternity by 2009.
