The survey of chairs and chief executives of the 152 new organisations found that nearly 60 per cent felt it was 'inappropriate' to take politics out of the NHS and 91 per cent said the relationship should be 'redefined'.

And 95 per cent said that to improve the measurement of NHS performance the balance should be shifted from activity and process measures towards patient outcomes and experience. Nearly half of the 134 respondents said that foundation trust-style membership would strengthen local accountability.
